On October 16, 2025, the National Development and Reform Commission, in collaboration with multiple departments, announced the implementation of the “Electric Vehicle Charging Facility Service Capacity Enhancement Plan (2025-2027).” This plan outlines the goal of establishing 28 million charging stations by 2027, which is expected to provide over 300 billion kilowatt-hours of charging energy, meeting the demand of over 8 million electric vehicles.

The announcement led to a surge in stock prices for various companies involved in charging infrastructure. For instance, ChargePoint’s stock (301607.SZ) jumped by 16%, while other companies like State Grid (002560.SZ) and NIO (002885.SZ) also saw significant increases. The plan emphasizes the importance of enhancing charging network coverage, improving charging efficiency, and ensuring the quality of service for electric vehicle users.

According to the plan, the focus will be on constructing fast-charging stations, with an emphasis on building a robust and efficient charging network. By the end of 2027, it is expected that the service capacity in high-speed charging areas will exceed 10 million kilowatts, with continuous upgrades to improve service quality and technological application.

Furthermore, the plan highlights the need to expand the number of vehicle-to-grid (V2G) installations to 5,000, allowing for a discharge capacity of 2 billion kilowatt-hours. This initiative aims to enhance the integration of electric vehicles into the energy system, providing additional support to the grid.

In terms of infrastructure, the plan also addresses the need for standardization in the construction of charging facilities and the establishment of a uniform charging pricing system. By 2027, it is projected that the construction of new charging stations will be streamlined, with the aim of achieving a target of 1.4 million direct current fast charging points, alongside additional charging facilities to meet growing demands.

The initiative aims to promote sustainable development in the electric vehicle sector and ensure a seamless charging experience for users. By enhancing the charging infrastructure, the goal is to significantly support the increasing number of electric vehicles on the road.
