Recycling and Utilization of Used Power Batteries from New Energy Vehicles Will Initiate Full Lifecycle Supervision

On January 16, the Ministry of Industry and Information Technology, along with five other departments, jointly released the Interim Measures for the Management of Recycling and Comprehensive Utilization of Used Power Batteries from New Energy Vehicles. This regulation follows a management approach that encompasses the entire lifecycle—covering all channels, all links, and all stages. The measures will take effect on April 1, 2026.

The regulation emphasizes strict management of various sources of used power batteries, including battery production, vehicle scrapping, battery swapping operations, and maintenance and replacement. A key feature of the management measures is the establishment of a “vehicle-battery integrated scrapping” system. It clearly states that if a scrapped new energy vehicle is missing its power battery, it should be considered as the vehicle itself being absent, with specific measures to be defined separately. This aims to prevent the mismanagement of used power batteries.

In addition, the regulation focuses on strengthening information traceability throughout the entire lifecycle. It proposes the establishment of a national traceability information platform for power batteries from new energy vehicles. A digital identity management system for these batteries will be introduced, specifying requirements for battery coding and information reporting. The use of digital technology will enhance monitoring of battery flows.

Furthermore, the management measures outline administrative penalties for non-compliance, such as failing to deliver used power batteries as required, not fulfilling recycling responsibilities, and violating coding and information reporting requirements. These penalties may include orders for correction, warnings, fines, and further clarify the entities responsible for implementing these penalties, thereby reinforcing the rigidity of the regulatory framework.
