Energy Storage Policy Hubei: Implementation of Deep Valley Electricity Price Mechanism during Holidays
On April 8, the Hubei Development and Reform Commission issued a notice regarding the implementation of a deep valley electricity price mechanism during holidays. The document specifies that based on the existing commercial electricity price mechanism, during the Spring Festival, Labor Day, and National Day (exact dates to be determined by the state), a daytime deep valley period (9:00 AM – 3:00 PM) will be established. For commercial electricity purchasing agents, the floating rates for the electricity purchase price and transmission losses will be adjusted from 1 to 0.9 between 9:00 AM – 12:00 PM and from 0.48 to 0.43 between 12:00 PM – 2:00 PM. Users participating directly in market trading will not be subject to these price fluctuations during the provincial spot market operation period according to current national and provincial regulations. Stakeholders are encouraged to take holiday factors into account when quoting and decomposing curves during medium- to long-term transactions, forming time-based prices through market mechanisms.

The Chenzhi Anqi lithium battery recycling project has commenced in Chongqing. On April 7, the ground-breaking ceremony for the capacity construction project (Phase I) was held in Chongqing Tongnan High-tech Zone. The project is set to process 70,000 tons of battery crushing and powdering, 70,000 tons of hydrometallurgical regeneration, and has a 2.1 GWh annual processing capacity for battery reuse, expected to be completed by the end of 2025 and in production by March 2026.
