Beijing Dongcheng District: Encouraging New Vehicles to be Hydrogen Fuel Cell Cars

On March 31, the Dongcheng District People's Government of Beijing issued a notification regarding the "2025 Action Plan for Promoting Beautiful Dongcheng Construction and Continuously Deepening Pollution Prevention and Control." This plan aims to enhance the quality of the ecological environment in the district.

According to the action plan, which is part of the Blue Sky Defense War, the focus is on increasing the "green content" of vehicles and machinery to promote structural emissions reduction. By the end of the year, it is expected that 80% of newly added and updated light commercial delivery vehicles will be either fully electric or hydrogen fuel cell vehicles. A management ledger for these vehicles will be established and regularly updated.

The district plans to work with municipal departments to develop a new energy vehicle plan for commercial delivery vehicles, facilitating the transition of light commercial delivery vehicles in core areas to new energy sources. The plan also encourages the replacement of these vehicles with pure electric or hydrogen fuel cell models based on local conditions. Additionally, the district aims to establish green pilot projects for light commercial delivery vehicles in key areas.

As mandated by municipal authorities, the action plan includes transitioning delivery vehicles into new energy vehicles, with 80% of new and updated light delivery vehicles expected to be fully electric or hydrogen fuel cell cars. The same applies to newly added and updated light postal vehicles (excluding certain specialized vehicles).

Furthermore, district-owned enterprises are encouraged to phase out diesel vehicles that do not meet the national IV emission standard (with exceptions for emergency rescue and snow removal vehicles). New or updated vehicles for these enterprises should comply with the National VI B emission standard or be converted to pure electric or hydrogen fuel cell vehicles.

As part of the transition to new energy vehicles, the plan specifies that by the end of the year, newly added and updated sanitation vehicles (excluding emergency and snow removal vehicles) will be pure electric or hydrogen fuel cell vehicles, with a target of updating 85 vehicles throughout the year. It also encourages replacing sanitation vehicles older than eight years with new energy models.

New and updated buses are expected to be new energy vehicles, with the aim of achieving full electrification of buses by year-end. The plan also includes transitioning newly added and updated taxis (excluding individual and social security vehicles) to pure electric or hydrogen fuel cell vehicles.

New charter passenger vehicles and updated city charter vehicles are encouraged to be pure electric or hydrogen fuel cell vehicles, with a plan to add 20 such vehicles this year. The plan will also work alongside municipal departments to phase out fuel-powered tourist buses within the third ring road.

For new construction sites, the use of pure electric, hydrogen fuel cell, or National VI B standard construction waste transport vehicles will be prioritized, minimizing the use of vehicles that do not meet these standards.

New and updated official vehicles (excluding specialized vehicles) are to be pure electric or hydrogen fuel cell vehicles, and district institutions are encouraged to convert their commuting vehicles accordingly. A management ledger for official and institutional vehicles will also be established and updated regularly.

In terms of optimizing energy supply for vehicles, the action plan emphasizes the acceleration of charging and refueling infrastructure development, as outlined in the "14th Five-Year Plan for the Development of New Energy Vehicle Charging and Hydrogen Refueling Infrastructure" and the "Beijing Hydrogen Fuel Cell Vehicle Hydrogen Refueling Station Development Plan (2021-2025)." It aims to achieve a public charging facility service radius of less than 0.9 kilometers by year-end, and a battery swap station service radius of less than 5 kilometers.
