
On April 22, the Beijing Electric Power Trading Center held a press conference to release the electricity market trading information for the first quarter of 2025. The event was conducted in a hybrid format, combining in-person attendance with online streaming. The conference covered key topics, including an analysis of power supply and demand, monitoring of electricity market operations, and interpretations of policies aimed at implementing market-based reforms for renewable energy pricing and promoting the high-quality development of green power certificate markets.
In the first quarter, the market-driven electricity trading volume in the State Grid operational area reached 1,223.6 billion kilowatt-hours, reflecting a 1.8% year-on-year increase. The scale of market trading continues to expand. The Beijing Electric Power Trading Center has deepened continuous operations in the mid- to long-term inter-provincial market and actively coordinated with both sending and receiving entities. By the end of March, the trading platform had facilitated 871 transactions in the inter-provincial market for 2025, with a trading volume of 1,400.8 billion kilowatt-hours, marking a 4.3% increase compared to the previous year.
The center has ensured power supply during critical periods in key regions. During the optimization project of the Sichuan Panzhihua power grid, the Beijing Electric Power Trading Center supported power supply in Sichuan by conducting “Chuan-Zhe Replacement” transactions totaling 400 million kilowatt-hours and facilitating an additional 6.6 billion kilowatt-hours from provinces such as Henan, Shaanxi, Ningxia, and Xinjiang. The center successfully completed power trading support during significant events, including major conferences and the Winter Asian Games, as well as during the Spring Festival holiday.
To enhance the absorption of clean energy, the Beijing Electric Power Trading Center initiated additional trading based on water inflow conditions, totaling 20.8 billion kilowatt-hours from hydroelectric plants such as Jinping, Xiangjiaba, Xiluodu, and Baihetan. They also maximized the use of available transmission capacity, facilitating 24 billion kilowatt-hours of transactions involving new energy sources from supporting projects and surplus inter-provincial energy in North China, Northeast China, and Northwest China. Furthermore, during the Spring Festival, they conducted centralized competitive bidding over multiple channels to promote the absorption of new energy in regions including North China, East China, Central China, and Southwest China.
The Beijing Electric Power Trading Center is continuously improving the inter-provincial mid- to long-term trading mechanism. They have promoted the participation of large wind and solar bases in market transactions through joint ventures and are working to establish a mutual adjustment mechanism between large renewable energy bases and supporting regulation sources. Regular activities are being conducted based on the Available Transmission Capacity (ATC) for collaborative clearing of inter-provincial transactions, with research ongoing to design optimization plans for multi-channel centralized bidding transactions.
The meeting was attended by representatives from the National Development and Reform Commission, the National Energy Administration, power generation companies, electricity sales companies, power user representatives, information disclosure supervisors, and relevant departments and units of State Grid Corporation.
