Advancing the Construction of Virtual Power Plants! The Management Committee of the New Station High-tech Industrial Development Zone in Hefei, Anhui, is soliciting opinions to promote high-quality development of new energy storage.
On April 9, 2025, the Management Committee of the New Station High-tech Industrial Development Zone in Hefei, Anhui, issued a notice regarding the solicitation of opinions on the Implementation Opinions for Advancing High-Quality Development of New Energy Storage. The document encourages large electricity consumers such as industrial and commercial enterprises, industrial parks, and data centers, which have high demands for power reliability, to build user-side new energy storage systems based on their needs. This initiative aims to manage peak loads and consumption efficiently.
In scenarios such as large parking lots and logistics parks, the development of distributed + storage, microgrid + storage, and integrated solar-storage-charging operational models will be promoted to achieve self-consumption of green electricity, feed surplus electricity back to the grid, and enhance energy utilization efficiency and power supply reliability. The construction of virtual power plants will also be actively advanced.
Utilizing digital technologies to aggregate distributed photovoltaic and energy storage resources in the region, the plan is to develop virtual power plants that can participate in grid regulation interactions, achieving efficient energy management and enhancing the grid’s supply capacity.

Implementation Opinions on Advancing High-Quality Development of New Energy Storage in New Station High-tech Zone
In order to fully implement the strategy of “carbon peak and carbon neutrality” and to promote the construction of a new type of regional power system based on renewable energy, the following implementation opinions are proposed based on the guidelines from several national documents regarding the acceleration of new energy storage development and our district’s industrial layout and energy demand.
Overall Requirements
Guided by Xi Jinping’s thought on socialism with Chinese characteristics for a new era, we aim to fully implement the spirit of the 20th National Congress of the Communist Party of China, accurately carry out new development concepts, and seize opportunities in the new energy storage industry. We will focus on application scenarios as demonstration leads, support the industry ecosystem, drive technological innovation, and rely on market mechanisms to promote the integration of innovation chains, industry chains, capital chains, and talent chains, establishing a new pattern for the development of the new energy storage industry.
Work Goals
The scale of the new energy storage industry will continuously expand, the ecological system will improve, innovation capabilities will strengthen, and application scenarios will expand, gradually forming a highland for new energy storage development in the city. By 2025, the revenue from the new energy storage industry should not be less than 30 billion yuan, and the cumulative installed capacity should reach at least 80,000 kilowatts. By 2028, revenue should reach at least 50 billion yuan, with cumulative installed capacity of no less than 100,000 kilowatts.
Key Areas
(1) Power Source Side Storage: Utilize various resources scientifically to plan integrated gas power generation and “wind-solar-storage” projects to improve the utilization rate of renewable energy and the grid’s capacity. Establish a “new energy + storage” mechanism to support qualified renewable projects in building energy storage stations, encouraging those that cannot meet conditions to realize storage capacity through purchase or lease, thus enhancing system stability and reliability.
(2) Grid Side Storage: Prioritize the construction of large independent energy storage stations at grid hubs with significant power shortages and peaks, and reasonably configure storage at critical points where renewable energy gathers. Encourage independent storage participation in spot market transactions and auxiliary service markets to promote economic development and rational utilization of grid storage.
(3) User Side Storage: Encourage large power consumers with high reliability requirements, such as industrial and commercial enterprises and data centers, to build user-side new energy storage based on demand for peak shaving and load management. Establish operational models like distributed + storage and microgrid + storage in large parking lots and logistics parks to achieve self-consumption of green electricity and increase energy efficiency.
Key Tasks
(1) Strengthen Policy Implementation and Guidance: Actively promote and interpret the policies related to new energy storage, guiding enterprises to understand the objectives, applicable scopes, and support measures to ensure effective policy implementation.
(2) Promote Diverse Demonstration Scenarios: Encourage existing industrial and commercial enterprises, schools, and hospitals to configure user-side storage, focusing on high electricity consumption and significant peak load differences.
(3) Enhance New Project Storage Configuration: New manufacturing, commercial, and industrial park projects should configure storage systems equivalent to at least 15% of the maximum electricity load, with storage duration of no less than 2 hours.
(4) Develop Integrated Solar-Storage-Charging Demonstration Projects: Leverage local conditions to encourage qualified users to establish distributed solar + user-side storage pilot projects, enhancing overall energy efficiency.
(5) Advance Virtual Power Plant Construction: Utilize digital technologies to aggregate adjustable resources and plan for the development of virtual power plants.
(6) Foster the Growth of New Energy Storage Industry: Enhance the overall strength of the industry chain and accelerate the localization of core products.
(7) Establish a Safety Assurance System: Ensure compliance with industry standards and reinforce safety management for energy storage facilities.
Ensuring Measures
(1) Strengthen Organization and Guidance: Relevant departments will guide high electricity consumption enterprises in building new energy storage systems.
(2) Establish Coordination Mechanisms: Various departments will collaborate to assist enterprises in expediting project approvals.
(3) Enhance Resource Support: Encourage participation from various sectors in energy storage project investments, promoting the development of financing products.
(4) Strengthen Safety Supervision: Relevant agencies will enforce safety regulations and improve the operational safety level of energy storage projects.
