Advancing the Construction of Virtual Power Plants! The Hefei Xinzhan High-tech Industrial Development Zone is soliciting opinions on the high-quality development of new energy storage – Guangdong Provincial Society of Hydropower and New Energy Generation Engineering. Today is Tuesday, April 15, 2025.

On April 9, the Management Committee of the Hefei Xinzhan High-tech Industrial Development Zone issued a notice seeking feedback on the Implementation Opinions for Promoting High-Quality Development of New Energy Storage in Xinzhan High-tech Zone. Implementation Opinions for Promoting High-Quality Development of New Energy Storage in Xinzhan High-tech Zone

To fully implement the strategic deployment of “carbon peaking and carbon neutrality,” and to promote the construction of a new power system based on renewable energy, we propose the following implementation opinions for advancing high-quality development of new energy storage in the Xinzhan High-tech Zone, in accordance with the guiding documents from the National Development and Reform Commission and the National Energy Administration.

1. Overall Requirements – Guided by Xi Jinping’s thoughts on socialism with Chinese characteristics for a new era, we aim to fully implement the spirit of the Party’s 20th National Congress and the second and third plenary sessions of the 20th Central Committee. We will comprehensively adhere to the new development concept and seize the opportunities in the new energy storage industry, with a focus on scenario applications, industrial ecology, technological innovation, and market mechanisms to form a new pattern for the development of the new energy storage industry.

2. Work Goals – The new energy storage industry will continuously grow in scale, improve its ecological system, enhance innovation capabilities, and expand application scenarios, gradually establishing a regional hub for new energy storage development. By 2025, the industry revenue should reach no less than 30 billion yuan, with a cumulative installed capacity of no less than 80,000 kilowatts. By 2028, revenue should reach no less than 50 billion yuan, with cumulative installed capacity of no less than 100,000 kilowatts.

3. Key Areas

(a) Supply-side Energy Storage – Utilize various resources for planning gas power generation and “wind-solar-storage integrated” projects to enhance the utilization rate of renewable energy and the grid’s acceptance capacity. Establish a “new energy + storage” mechanism, supporting eligible renewable energy projects to integrate energy storage stations, while encouraging projects that cannot accommodate storage to purchase or lease storage capacity to enhance power system stability and reliability.

(b) Grid-side Energy Storage – Prioritize the construction of large independent energy storage stations at grid hub nodes with significant electricity deficits and clear peak-valley loads. Reasonably allocate storage at critical grid sections where renewable energy is aggregated. Encourage independent storage to participate in spot market trading and ancillary services for peak regulation, promoting economic development and rational use of grid-side storage.

(c) User-side Energy Storage – Encourage industrial and commercial enterprises, industrial parks, and data centers with high electricity consumption and reliability demands to build user-side new energy storage systems tailored to their needs for peak shaving and demand management. Develop operational models like distributed + storage, microgrid + storage, and solar-energy charging integration in large parking lots and logistics parks to achieve self-consumption of green electricity and increase energy efficiency and supply reliability.

4. Key Tasks

(a) Enhance Policy Implementation

  1. Strengthen policy interpretation and guidance. Actively promote the Implementation Plan for New Energy Storage Promotion in Anhui Province and other relevant policy documents to help enterprises accurately understand policy goals, applicable scope, and support measures.

  2. Promote selection of demonstration projects. Based on provincial and municipal energy storage policy goals, select a number of representative and innovative energy storage demonstration projects in our area to seek policy and funding support.

(b) Promote Diverse Application Scenarios for Demonstration

  1. Encourage existing commercial enterprises, schools, and hospitals to configure user-side storage. Focus on high electricity consumption and significant peak-valley loads, guiding users to utilize time-of-use pricing mechanisms and construct user-side energy storage facilities based on their actual needs and load characteristics.
  2. Strengthen storage configuration for new projects. New manufacturing, commercial, and industrial park projects should generally configure storage systems equivalent to at least 15% of their maximum electricity load, with storage duration of no less than 2 hours.

  3. Develop “solar + storage” pilot demonstration projects. Encourage qualifying users to utilize their rooftops and vacant land for distributed solar + user-side storage projects to improve energy efficiency.

  4. Actively promote the construction of integrated “solar-storage-charging” stations. Leverage Hefei’s ambition to become a hub for new energy vehicles, encouraging diverse market participants to establish integrated demonstration stations incorporating solar power generation, large-capacity user-side storage, and smart charging technology.

  5. Advance the construction of virtual power plants. Use digital technologies to aggregate adjustable resources and promote participation in grid control interactions for efficient energy management.

(c) Cultivate and Expand the New Energy Storage Industry

  1. Enhance the comprehensive strength of the industry chain. Build a complete energy storage industry chain, fostering high-tech and specialized enterprises, and promoting collaboration among large, medium, and small enterprises.
  2. Accelerate domestic substitution of core products. Encourage enterprises to develop long-life, high-safety battery systems and large-capacity, efficient storage systems to enhance the economic viability and safety of new energy storage technologies.

  3. Promote the construction of innovation platforms. Encourage leading enterprises to collaborate with research institutes in developing key equipment for energy storage and photovoltaic technology.

(d) Improve Energy Storage Safety Assurance System

  1. Adhere to industry standards. Guide enterprises to strengthen research and development in accordance with industry specifications.
  2. Strengthen safety management. Clearly define safety responsibilities for users and investors in energy storage facilities, ensuring compliance with relevant safety regulations.

5. Guarantee Measures

(a) Strengthen organizational guidance. Relevant departments will actively guide high electricity consumption enterprises in constructing new energy storage facilities.

(b) Establish coordination mechanisms. Departments will enhance collaboration to assist enterprises in expediting energy storage project approvals and optimize grid access processes.

(c) Strengthen element guarantees. Encourage various social entities to invest in new energy storage projects and support financial institutions in developing energy storage credit products.

(d) Strengthen safety supervision. Relevant departments will implement safety management responsibilities to enhance safety levels in energy storage projects.
