
On September 24, 2025, the 2025 Eurasian Economic Forum Silk Road Green Energy International Cooperation Conference was held in Xian, focusing on the theme “Changan Restarts: A New Journey on the Silk Road.” The event gathered approximately 350 participants from government departments, international organizations, foreign government representatives, experts, scholars, and enterprises in the green energy sector, all coming together to explore new opportunities for international cooperation in green energy along the Silk Road.
Yang Jianqiang, a member of the Standing Committee of the Xian Municipal Party Committee and Executive Deputy Mayor, emphasized in his speech that Xian has been firmly implementing the important directives on green development as outlined by President Xi Jinping. Guided by a new development philosophy, Xian focuses on the national energy security strategy and the goals of “carbon peak and carbon neutrality,” making the development of green energy a critical aspect of energy structure adjustment, industrial transformation, and ecological improvement. This has propelled a new phase of high-quality development in green energy.
Yang noted that Xian is dedicated to establishing a clean and efficient energy consumption system. Following principles of safety, cleanliness, low carbon, economic efficiency, and energy conservation, Xian aims to create a secure and economical energy consumption framework. With the support of companies like BYD and Geely, Xian is building a demonstration city for the promotion of new energy vehicles, achieving a total of over 1.02 million new energy vehicles in the city, resulting in a penetration rate of 18.7% and the installation of more than 223,000 charging stations. Additionally, Xian is committed to creating a diversified and secure energy supply system. Currently, the city’s distributed photovoltaic capacity has reached 3.1465 million kilowatts, accounting for over one-third of the total distributed photovoltaic capacity in the province, serving as a green engine for electricity supply.
Xian also strives to expand innovative energy application scenarios and deepen international cooperation in energy. As a key gateway for China’s westward opening, Xian has been consolidating the outcomes of the first China-Central Asia Summit in recent years. By leveraging the China-Europe Railway Express “Changan”, the city actively integrates into the broader framework of the “Belt and Road” initiative, promoting practical cooperation and sharing development opportunities in energy technology, equipment, projects, and standards with countries along the Silk Road, achieving positive results.
During the conference, Yang proposed three visions for strengthening Eurasian cooperation and promoting energy transformation: first, to collaboratively create a new high ground for energy industry synergy; second, to establish a joint energy technology innovation community; and third, to build a new ecosystem for energy industry development.
In the current context of profound changes in the global energy landscape, transitioning to a green and low-carbon economy has become an irreversible trend. Promoting an energy revolution, ensuring energy security, and addressing climate change are common challenges and urgent tasks faced by countries worldwide. Guo Zhi, the invited vice president of the China Energy Research Society, pointed out that countries along the Silk Road Economic Belt possess diverse energy resources and are at different stages of economic development, yet they share significant common interests and vast cooperation potential in green development. Deepening international collaboration in the green energy sector, sharing technological innovations, and co-building green energy systems are crucial for promoting high-quality regional economic development, ensuring the stability of energy supply chains, and protecting our shared planet.
In recent years, Xian’s green energy industry has shown vibrant growth. Local companies in the green energy sector, such as Xian Industrial Investment Group, LONGi Green Energy, Ingeteam, and Trina Solar, benefit from Xian’s rich technological foundation, while their technological innovations contribute to the development of the city’s green energy industry.
Qiang Sheng, chairman of Xian Industrial Investment Group, stated that the group brings together several heavyweight companies, including ShanGong Group, and is committed to green energy system solutions, including zero-carbon parks, distributed energy, smart transportation energy services, and energy-saving technologies, making significant contributions to green energy development. Zhōng Bǎoshēn, chairman of LONGi Green Energy, highlighted the company’s strong emphasis on technological innovation, noting that it holds the world record for conversion efficiencies in two critical areas of solar photovoltaic generation: crystalline silicon and crystalline silicon-perovskite tandem cells.
LONGi Green Energy, rooted in Xian, is witnessing the new chapter of “Chinese Photovoltaics” illuminating the path toward sustainable development alongside the city.
